The phrase originated from an ad from the ’70s for Swisskit Bars which are muesli bars.
“I’ll risk it for a Swisskit,” eventually became “risk it for a biscuit.”
It just means “risk or sacrifice something to get a benefit or reward.”
“Biscuit” represents the reward and it rhymes with “risk it” so it just works.
