Since it’s color, I think just showing it to you would be much better than trying to explain them with words.
You can see here that even the darker shade of Royal blue is different from Navy blue.
Basically, navy blue is a darker shade, and royal blue is a far more saturated version of blue. Maybe he emphasized that because he knew that people often interchange the two even though they’re different.
