I’m thinking of buying a new car, and the main issue in my area is heavy snowing. Is front-wheel drive good in snow?

Yes. Front-wheel-drive (FWD) are good in the snow because the weight of the engine/transaxle is right on top of the drive wheels, which gives it more traction and enables you to handle them better in snow. Give it a good set of all-season or snow tires, and you’re good in light snow and ice only areas.
It’s definitely better than a rear-wheel-drive (RWD) car, but an all-wheel-drive (AWD) paired with appropriate winter tires is the most ideal if your area receives severe snowfall (they’re more expensive though.)
