There is no wrong or right answer to this – there are pros and cons to both. Here are some I can think of:

Only you can answer this question, and make sure that whatever your plan is, you’ve considered the personality of your loved one. Will she appreciate the attention of a public proposal or will that scare her? Are they more agreeable when full? (then you should really propose after dinner haha)

Hi, I think you should propose after the dinner because after the meal the person’s mood is good which is beneficial to you.
I would highly encourage you to propose before dinner so that you can have a celebration of the special event while eating together! 🙂 I hope this helps. Rooting for you!
