Yes, in more ways than one. Nagato is a descendant of the Uzumaki clan, so he’s distant relatives with Naruto.
Also, Nagato was under Jiraiya’s teachings, making Nagato Naruto’s senpai.
Nagato is Kushina’s (Naruto’s mother) cousin, so that makes Nagato Naruto’s uncle.
