A friend who just moved wants to get a PO Box but doesn’t have a permanent address that can be used to get one – how can you get a PO box without an address?

There are private companies that offer PO Box services, too, and you can check those out. I also just recently found out that virtual PO Boxes exist – they give you a virtual address where your service provider can accept your mail/packages. Depending on the type or need, they can just scan and send you a copy of the mail or forward the mails/packages to you.
You can look for other virtual PO Boxes service providers, of course, but this is the one I know – https://www.earthclassmail.com/virtual-mailbox
