What is that black insect that looks like a wasp with a white stripe? I see it a lot in my garden. Is it a wasp too? Is it dangerous?

I think you’re talking about Bald-faced hornets, also called white-faced hornets. Hornets are specific types of wasp.
They can be quite aggressive when their nest is disturbed, or their space is invaded, and have been reported to target the facial area when attacking us humans (ouch).
Their sting has been described to feel like the pain of getting your hand smashed by a revolving door. Their stings are painful because it contains venom that can cause severe allergic reactions to some.
The best way to deal with them is to call professional pest control.
