“be still my heart” basically means “calm down”.
It’s used when there’s something that’s too heart racing or exciting.
You can use it as its definition implies, but these days it is used rather sarcastically to imply that the situation isn’t that exciting.
Examples:
If something is exciting:
“Oh, be still my heart, that cute dog just did a trick!!”
If being sarcastic:
“Ah, You gave me ballpen for our 20th anniversary? Oh, be still my heart! No, thank you.”
