The fancy term for the practice would be “transvestism.” It is defined as “the practice of dressing in a manner traditionally associated with the opposite sex.” You call the people “transvestite.”
A more casual word to use would be “cross-dressing”/”cross-dresser”
Although, since you said you saw them on the internet and that they’re fascinating, you may be referring to Drag Queens. A Drag Queen is a person, often a male, who imitates, and may even exaggerate, female clothing and makeup for the purpose of entertainment.
