I always get confused when online shopping because even when stores list the sizes and dimensions of their products, they don’t specify which is length or width. When listing sizes or dimensions, what comes first – length or width?

Yeah, it’s tricky. You see, there’s no rule stating what should come first when listing dimensions. Length and Height can also be used interchangeably to refer to the longest side.
Usually, though, there are standard measurements for specific objects.
Example of objects that are listed with Width X Length dimensions:
Blueprint measurement
Room measurement
window measurement
Bags
Examples of objects that are listed with Length X Width:
Most furniture
Boxes
Labels
