I have a small garden and noticed mushrooms growing here and there but only on decomposing things like wood. Is a mushroom a decomposer?

Mushrooms are fungi (fruiting bodies of certain fungi, to be more specific) and, fungi break down organic matter and release oxygen, nitrogen, carbon, and phosphorus into the soil and the atmosphere.
So, yes – mushrooms are decomposers.
