For checked baggage, absolutely. You can pack as much cologne as you want as long as they’re secured from leaks – there are no quantity limits.
For carry-on luggage you’ll bring with you on the plane, you can only have seven to twelve 3.4 oz (100 ml) bottles of liquid – could be a tiny spray bottle but never an aerosol-type container.
That’s generally the rule and condition but check on your airline to know if they have any specific rules about this since rules can vary per airline.
