Yes! Note that there are various types of tofu – silken, regular, firm, extra-firm, and super-firm. Usually, the one eaten raw is the silken tofu which is the softest type.
There are a lot of recipes that use raw tofu.
There’s savory Chinese Spicy Cold Silken Tofu and Korean Silken Tofu with Soy Sauce, for example.
There’s even a sweet Filipino delicacy made of silken tofu called Taho – it has brown sugar syrup and tapioca balls, and it’s amazing!
There is simmering involved in making Tofu so it’s partially cooked anyway. But to answer your question, yes, you can eat Tofu raw – IF it was handled, stored, and prepared properly. Just like any other food, raw Tofu will be unsafe to eat if mishandled, and cooking lowers, if not eliminates, any chance of bacterial contamination.
